Pretty much what you have already stated, I think you have to have a certain type of car and also do a PSV test? Presuming your from Northern Ireland as they are only place that if i recall correctly has ‘R’ plates?
What do you have to do in order to become a private taxi driver? My "R" plates are coming down soon and….

plates for car are free licence is not that dear insurance depends one your age and rating not sure how long you have to hold a full licence for think its 1 year pull into a cab stand and ask a cabbie they don’t bite
